Introduction

Street homelessness is the most extreme form of housing exclusion. Nobody should be sleeping on the street.  But what could an end to homelessness actually look like in practice? Ending homelessness is defined as a state where homelessness is prevented and, if it occurs, it is rare, brief and non-recurring.

We believe in Housing First and housing-led solutions that offer a permanent home, with extra support if needed. We are committed to being a genuinely pan-European programme, working in countries and communities where solutions have been found but also where the housing need is greatest.

That is why we set up the European End Street Homelessness Campaign in 2015 and continue to work very closely with the Central and Eastern European campaign partners to promote housing-led solutions to homelessness in the region.
