3,826 plots have been allocated under this scheme to provide shelter on an incremental basis for low-income households at a price which is affordable. Initial services are kept to an absolute minimum with only a communal water supply and public transport being provided. Later house-to-house water supply and sewerage, electricity and gas supply are installed as residents pay their monthly payments. Residents are encouraged to innovate and improvise and are prepared to do so since they have title to the land. It is entirely self-financing with the cost of the developed plot being spread over eight years and being met by the residents.
