In 2013 the World Habitat consultation at Windsor Castle considered the topic of how the development of new settlements in the UK could be progressed. New settlements – whether Garden Cities, New Towns or urban extensions – have the potential to significantly increase supply and become desirable places to live.

New settlements also provide an opportunity to respond to some of the wider problems in the housing system and society, such as a growing and ageing population, climate change and economic growth. We published Creating the Conditions for New Settlements in England after this event.
