Francesca is a housing and urban analyst with 10 years’ experience focusing on the right to adequate housing, homelessness, social inclusion and community-led development. With a background in economics and public policy, she previously worked at the Council of Europe, where she helped strengthen local and multi-level governance for the right to the city. At UN-Habitat, she works to support the design of holistic, evidence-based policies that place housing at the centre of sustainable development and favour systemic approaches that meet the diverse needs of populations through diversified tenure and provision systems, while focusing on the essential link between land policies and housing solutions.
